Owner’s Representative – Controls Integration Program Manager (SCADA/BMS/EPMS)
Process Equipment & Controls (PEC) is hiring a seasoned leader to govern subcontractor-delivered controls scopes on large industrial and mission-critical projects, including hyperscale data centers. You will be PEC’s accountable owner’s-rep for SCADA, Building Management System (BMS), and Electrical Power Monitoring System (EPMS) integration—ensuring every requirement from the Engineer of Record (EOR) and the Owner is met without exception.
Your Mission
Provide project governance, enforce scope boundaries, orchestrate multi-discipline integration, mitigate risk, and oversee commissioning and turnover. This is a leadership and coordination role—you will not design or program systems. Your charge is to make certain configuration, implementation, testing, documentation, and handover are executed correctly, completely, and contractually.
Day in the Life
- Primary point of contact: Represent PEC to SCADA, BMS, and EPMS subcontractors; align them with standards, schedule, and contract obligations.
- Governance and performance: Track deliverables and progress, hold partners to the project schedule, and enforce quality, safety, and documentation requirements.
- Compliance guardian: Ensure strict adherence to all EOR-issued design documents, standards, and Owner requirements.
Scope Control & Boundary Enforcement
- Confirm subcontractor activities remain within configuration, implementation, integration, monitoring, visualization, alarming, and data presentation as defined by contract.
- Rigorously enforce exclusions, including (but not limited to):
- Control system design services
- PLC, RTU, or OEM equipment programming
- OEM equipment logic development
- Relay protection configuration
- Arc flash studies
- Electrical construction or trade work
- Verify that physical infrastructure, pathways, power distribution, network connectivity, virtualization platforms, and foundational cybersecurity controls are provided by others as assumed in the subcontract.
Change Management & Commercial Controls
- Administer formal change orders for any deviation from EOR documents.
- Identify scope gaps, conflicts, and risks early; escalate with clear action plans.
- Review subcontractor Schedule of Values (SOV) and AIA billing for accuracy and contractual compliance.
- Support cost forecasting, change tracking, and financial reporting for assigned scopes.
Integration & Coordination
- Synchronize subcontractors with PEC teams, other trades, commissioning agents, the Owner, and the EOR.
- Protect schedule adherence through phased construction, commissioning, and turnover milestones.
- Manage the handoff and validation of data ingestion from BMS and EPMS through the Integration Control System (ICS) layer into SCADA.
- Ensure SCADA configuration aligns with Owner and EOR cybersecurity standards and requirements.
Testing, Commissioning & Turnover
- Coordinate subcontractor participation in commissioning activities:
- SCADA: Level 2 through Level 5 commissioning
- BMS/EPMS: Level 1 through Level 5 commissioning
- Support Integrated Systems Testing (IST) planning and execution.
- Verify completeness and quality of all documentation:
- SCADA configuration documentation
- Tag lists and point schedules
- Alarm matrices and priorities
- Graphics inventories
- Test scripts and test records
- As-built documentation
- Ensure training, system walk-throughs, and knowledge transfer are completed per contract.
Required Qualifications
- Proven experience managing large-scale industrial automation, critical facilities, or data center projects.
- Strong subcontract management with contractual and financial oversight capability.
- Demonstrated ability to mitigate scope risk and enforce contractual boundaries.
- Deep technical understanding of SCADA, BMS, and EPMS architectures.
- Experience coordinating complex, multi-discipline systems integrations.
- Excellent communication skills; confident interface with Owners, Engineers, subcontractors, and PEC leadership.
Technical Proficiency
- SCADA platforms, including Ignition SCADA
- Rockwell / Allen-Bradley control environments
- Protocols: BACnet, Modbus, OPC-UA, SNMP
- Familiarity with data center operations, redundancy concepts, and commissioning methodologies is strongly preferred.
Preferred Qualifications
- Hyperscale data center delivery experience
- Knowledge of Division 25 specifications and Integrated Systems Testing (IST)
- Experience operating under a formal Engineer of Record (EOR) model
