Facility Security Officer (FSO)

The Opportunity:

We are looking for a Facility Security Officer (FSO) for our family of companies.  Our companies conduct advanced research and develop innovative software and systems that help meet network security and reliability challenges for organizations world-wide. The FSO will be the legally accountable authority for all security actions and corporate security programs in accordance with NISPOM and other Federal government security regulations for company’s onsite facilities. The FSO will serve as the liaison with US government counterparts, conduct security briefings and debriefings, monitor classified controlled areas, manage deputy FSOs in other locations, and perform periodic self-inspections.

Responsibilities and Key Tasks:

  • Able to perform all security operations including personnel clearance processing, tracking, education, reporting, indoctrination/brief/debrief and other administrative duties related to the FSO role.
  • Achieve / maintain certification and accreditation of the facilities eligibility as well as personnel.
  • Participate in and perform inspections and audits (minimum annually), ensuring full compliance with NISPOM and other DoD security regulations via available and accurate security documentation.
  • Effective use of clearance data systems – DISS/NBIS and NISS and other security software related to FSO responsibilities, managing end-to-end clearance processes, processing SF-86s, completing continuous vetting monitoring and reporting adverse information.
  • Maintain personnel security documentation in accordance with NISPOM and applicable DoD information assurance policies.
  • Support personnel security reporting requirements and provide status updates to Government security leadership, as requested.
  • Prepare, issue and maintain DD254s for prime and subcontracts, ensuring security requirements are met.
  • Develop and administer a comprehensive security education training program, including personnel indoctrination briefing, annual and refresher security training.
  • Oversee physical security, including access control, biometric verifications, and surveillance for cleared spaces, while also maintaining classified materials receipt, logging, storage, control, dissemination and destruction.
  • Oversee all duties assigned to the security guard’s front desk for all locations, including Visit Requests (VR) verification.
  • Perform clearance and access control audits for DCSA and subordinate command personnel in support personnel security requirements.
  • Assist with administrative security actions, correspondence, and record keeping related to personnel access and compliance.
  • Track and validate personnel clearance status, access eligibility, and authorization records to ensure accuracy and compliance.
  • Coordinate with Senior Management Official (SMO) to conduct scheduled and unscheduled reviews of personnel security clearances and access authorizations.
  • Provide responsive support to Senior Management Official (SMO) and subordinate commands for personnel security and access control inquiries.
  • Identify discrepancies or security issues and coordinate corrective actions with appropriate security authorities.
  • Ensure security records are complete, current, properly stored, and audit-ready.
  • Maintain and coordinate excellent working relationships with government agencies.
  • Where applicable, delegate and manage deputy / assistant FSO responsibilities.

Requirements:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • US Citizenship  (authorized to work in the USA)
  • This position requires a BA or BS degree and at least 6 years of experience with industrial security, NISPOM, COMSEC programs, clearance processing, document control, and physical security; or equivalent combination of education and experience.
  • Prior FSO title / role and named responsible party in prior role a must.
  • At least six years physical, personnel and special security experience with DoD or equivalent Government agencies required with operational level experience preferred.
  • At least four years’ experience handling compartmented programs.
  • At least four years’ experience working in a DoD Sensitive Compartmented Information Facility.
  • At least two (2) years’ experience in security training and security inspections.
  • Currently hold a minimum active TOP SECRET security clearance.
  • Must have experience implementing NISPOM requirements, demonstrating experience overseeing and acting as responsible party during cleared facility construction and compliance/certification.
  • Current successful completion of the following Facility Security Officer courses: Essentials of Industrial Security Management, FSO Program Management for Possessing Facilities, PII, Cybersecurity, ITPSO, Counterintelligence, Special Access Programs and Sensitive Compartmented Information Facility Management.
  • Working knowledge of DoD personnel security policies, including clearance eligibility, access authorization, and auditing requirements.
  • Experience as Facility Security Officer (FSO) with multiple locations and/or management of Deputy / Assistant FSOs preferred.
  • Proficiency with Microsoft applications (Word, Excel, Outlook) and Apple applications for documentation, tracking, and reporting.
